SEC takes $4 MILLION from Burks

The money that the SEC took from Burks should be given back to the affiliates.  If the SEC is fining Paul Burks for the scam, then the SEC should NOT be profiting from Burk's scam.  That money, if everyone wants to be honest, should go back to the affiliates that were scammed by ZeekRewards.  Anyone else agree?
